[Platform_Windows]Flash Player 10.3.183.5 MSI installers do not install Windows Control Panel applet

Description

Problem Description: Flash Player 10.3.183.5 MSI installers do not install Windows Control Panel applet.

Steps to Reproduce: Perform a fresh install of Windows Flash Player 10.3.183.5 (ActiveX and/or Plugin).

Actual Result: Control Panel applet is not installed.

Expected Result: Control Panel applet is installed.

Any Workarounds: Upgrade from previous version install that included the Control Panel applet.

    My test upgrading from 10.3.181.26 with Control Panel applet installed, using the following command....

    install_flash_player_10_active_x.msi /qn

    ....automatically removes the applet for some reason.
